Perhaps a different choice..
Me: Sam it's super chilly this morning, Hop's going to need a jacket. He has 5 or 6 hoodies hanging up in his closet.
Sam: Sure, I'll grab one.

Just guessin', but I think the logic here was...
"Dragons breathe fire. Fire is warm. Therefore, the dragon outfit would be the warmest one for Hopper to wear."
